PROPOSITION 84 & AB31

In November of 2006 California Voters passed Proposition 84 - a $5.4 billion “Safe Drinking Water, Water Quality and Supply, Flood Control, River and Coastal Protection” bond.  Assemblymember Kevin de Leon then introduced legislation that set aside $400 Million to be made available thru California State Parks for the creation of recreational opportunities in underserved and park poor communities throughout the state - Assembly Bill 31 (AB31).

FUNDING AVAILABLE

The competitive grant application process is now underway and applications for the first round of funding thru AB31 ($184 million) are due by March 2010.  Each project is eligible for up to 5 million dollars.  The grant can pay for both site acquisition and development.

Example of amenities could include:

  1. Athletic fields & courts

  2. Community centers

  3. Community gardens

  4. Walking paths

  5. Open space and natural areas

  6. Performing arts venues

  7. Picnic areas

  8. Playgrounds and tot lots

  9. Skate parks

  10. Public art

  11. Water quality features

  12. Restroom building & parking lots

Project Selection Criteria will be based on a point system considering the following:

  1. Critical Lack of Park Space

  2. Significant poverty

  3. Type of Project

  4. Community Based Planning

  5. Sustainable Techniques

  6. Fees and Hours of Operation

  7. Youth Outdoor Learning Employment or Volunteering Opportunities

  8. Community Challenges and Project Benefits
